The total investment in the Central and State level public enterprises (public commercial sector) has been estimated to be more than Rs. 60,000 crores. The growing importance of public sector is evident from the increased public sector outlay in each of the successive five-year plans. In the Sixth Five Year Plan, the share of the public sector in the plan outlay is around 58%. The total number of employees in the public enterprises exceed eight million and the number of managers in these enterprises will be a few lakhs. The idea of systematic and planned efforts on executive development through training in public enterprises is of recent origin. Although public undertakings have gone in a big way in the efforts of developing their people by establishing formal training departments and having training budgets sanctioned, it is necessary to review the training objectives, training policies and training programmes in the light of changing technologies and environment. About The Author

Prof. Dr. S. Ravishankar is a well-known senior HR and Organizational Behaviour specialist. He has worked at senior/top management levels, both in academic institutions and industry.

He was senior faculty with College of Applied Science (MOHE), ICT, Oman; Professor at Abu Dhabi University; Al-Kharj University, Saudi Arabia; and Professor & Head of School of Business and Logistics, University of Bolton, UAE Campus. Earlier, he was Director and Professor at B-Schools and Professor at NITIE (Govt. of India), Mumbai. He has also rich experience as Dy. General Manager (HRD) at AFCONS Infrastructure Ltd., and ISPAT Industries Ltd., Maharashtra.

He has large number of books and papers published to his credit. He has conducted large number of corporate training programs and is a member of many professional bodies like ISTD, ISTE, IIPA, BPC, etc. He was also honored with various academic awards including the ISTD Fellow for outstanding contributions in the field of HRD.

Dr. R.K. Mishra is Professor and Dean at the Institute of Public Enterprise, Hyderabad. With more than two decades of professional experience, he has taught P.G. classes, guided doctoral scholars and has undertaken several research studies and consultancy assignments in the areas of public sector management, HRD and financial management. He has conducted large number of public sector management, HRD and Financial management. He has conducted large number of management development programme and was a visiting scholar to the London Business School, U.K. He is on the team of Directors of several companies. He is a well known expert in PE management and organisation development.
